How to Fix 'Can't Restore' When You Forgot Your WhatsApp Encrypted-Backup Password
If the backup is end-to-end encrypted, you cannot restore it without its password, 64-digit encryption key, or passkey. WhatsApp states that it cannot send a copy of those credentials, reset them, or restore the backup for you.
If you still have access to WhatsApp
Use the in-app encrypted-backup password change flow while you are still signed in, then store the new credential securely. This can help with future restores; it does not unlock a backup when you have already lost access to both the WhatsApp account and the credential.
Do not rely on a bypass
A password-recovery app, a different phone, or a normal cloud-account password does not replace the encryption credential. If the old device still opens WhatsApp, preserve access to the chats and make a new verified backup before changing phones, resetting the device, or uninstalling the app.
